Disparity in quarry resources.

Last wipe I had 4 quarries. 2 of which had all 3 resources (sulfur, frag, and hqm) double and the other 2 only had frag and hqm double. This wipe I am running 3 quarries. One of which is not doubling sulfur. Not sure if this is a bug or maybe my placement is not suitable for doubling sulfur.

Thanks in advance for any info.
