Heli fuel can be removed by non-teammates

I've had this happen to me and I've heard it happen to many other player. I'll summon my attack heli via flare and for one reason or another fly it to an area and forget it, usually because I TP away. While it's sitting there someone will come by it and remove the fuel from it by the time I come back and pick it back up.
