hotbar items not usable after moving faster than a run

If flying noclip, using a heli, horse, etc, Items in our hotbar become unusable, weapons fire but are not reloadable, tools can't be used. hotbar animations run for half a second then act as if nothing is in hand. disconnecting and reconnecting fixes, but it is the only thing to our knowledge that fixes it.

Happens sometimes. If you're in Vanish that's intended for now.
