Adding rules to the Deep sea

Hello all, Ive discovered (on Pure) that people wait for the deep sea to open and then rush it, loot it and be out before others have even set sail. I'm wondering if we can implement any type of rule or limit to how much stuff can be looted in the deep sea as we had one player loot 4 boats and 5 islands by the time we had only docked at 1 island.
