Admin tools – Warn Not Working on EUs

In-game warning system does not display the GUI warning message to players.
- Tested on all 3 EU servers using both chat /warn and F1 warn command, and using both Username/SteamID variances.
- Not an issue on our AU and US servers.
Priority: High Server: Scourge
