Attack Heli Signal Wasted

Coffeebeanbaily and I just called in a heli using the attack signal (5K caps) It flew away and we were unable to aggro it, though we hit it four times with L96s as it flew off. A complete waste of caps.

This was on US Survival

If the owner of the signal dies the helicopter retires. This is a temporary measure to avoid abuse.
