AU servers cooldown time adjustment

Due to recent day light saving time changes this has put the in game message out of sync. The message should be changed on all AU servers or the trigger rolled back an hour to be inline with message.

Currently says 14:00 AEST
Should say 15:00 AEST (confirmed this is the time the reset message popped up).
