Cargo stopped spawning in US Scourge

Since recent rollback cargo ship seem to stop spawning. I made a water base after the rollback and left it in twig to see if it's in the pathing of cargo. Been waiting for 3/4 hours now and there has been not one cargo ship spawn so far.
