Any deployables placed in the 'bugged' extended TC range ARE decaying. (Bugged TC Zone as in, where "Building Privilege" does not show in the bottom right corner, BUT are unable to place a new tool cupboard as it says "cannot stack building privilege")
Video to show the example. Many player reports of this happening to them as well.
