Tried to build an elevator in my base on one of the ice lakes on PURE server. It was not possible to place on the ground floor of the base at all on the ice lake, first floor upwards it would let me place them easily .

The Ice can block some items from being placed this is normal game play but you can get around this by raising foundations a bit to clear that zone.
