Extended building priv blocking stuff weirdly

Can place signs in a place I can build, that I have building priv, but can't edit them. But I can clear them.

Can't rotate or demolish freshly placed building pieces with a building hammer.

This is a place I was able to build, right out front of bandit. Let me know if you need any more details or help testing.
