Garrisons no longer rapid decay

Garrisons no longer rapidly decay after blowing up the TC.
Crates inside appear to despawn at the correct time however the rest of the structure remains to slowly decay due having no materials in the TC.
Just teleported around with "teleport2owneditem 123 banner" and found 3 active garrisons when there should be none currently active as they should have decayed just over a hour ago since the change that made garrisons only spawn every 2 hours.
Note weird levels of decay as well, the screenshots of the metal garrison showing the health of the walls were both taken from the same garrison, 1 external facing wall and the wall immediately behind it.
