Horses not healing

The horses health was at 398 and the horse just keeps on eating which usually regenerates the health but the health wouldn't go to 400.

I ran the horse injured him down to 312 and the same thing happened the horse ate 120 bear meat without any health regenerating. So i had to put him down .

Were these horses ridden? I believe they stop generating HP from food if not ridden in awhile.
