Patrol Heli spawned in an hour early

I do see the last 2 helicopter events are an hour apart but the logs going back a week seem consistent. Could of been a one off timer execution miscalculation.

I've added a rate limit to ensure only 1 can spawn off a trigger every 2 hours just in case.
