Players are getting the Occupancy bug on newly found unclaimed vehicles. Then players must push the vehicle until the find a powered lift (even one that is not Shared will do). After the vehicle connects to the lift, players can get in and drive off normally.

a player found an unclaimed vehicle earlier this morning and was able to enter it (Occupancy bug is gone)
