Pumpjacks do not decay when the player's tool cupboard in build range of the PJ decays. Unauthorized players can now place a TC near the pumpjack and use a salvage hammer to remove to inventory and place it for their own use.

Previously, only the PJ owner could pick up the jack with the salvaged hammer.
