Salvaged hammer destroys any item when thrown from your build priv area

When standing in your build priv area, throwing the salvaged hammer at any item outside your build priv will destroy the item it hits.

- This was tested on walls (stone, HQM), foundations (HQM), a large furnace and a tool cupboard.
- Items that were destroyed were placed in another player's build priv
- Items placed with no TC for build priv also were destroyed.
- Verified team/friend checks were off for all tests.
