Scourge loot tables override event loot

Zombies on the Scourge servers are not dropping Halloween event loot.

Noticed players in chat mentioning not being able to find the event loot like tombstones, coffins, pitchforks etc on zombies after killing them.

Did some testing with Pete and in 50+ kills did not find a single zombie with anything other than the standard loot. Seems like the regular loot table is overriding the event table.

Samakeen confirmed AU Scourge was having the same issue. Unknown, but assumed to be a problem on EU also.
