From memory you need a min of 10 diesel in the tank to use it and It will say 100% as it is instanced and always running because of that other players may have diesel in the tank using GE as you will only see your own product in the tanks

you just need to add more if you have none in it add 11 this give time to get to the terminal to call it in if you have some in there just add till it is 10-11 in it
