/skin not showing skins or skinning item

/skin on AU Scourge and Elysium not working.
The first recent test of /skin showed the official skins of a satchel, i selected a skin and it didn't change the item. exited out to check.
Went back into /skin and now no official skins are now showing of the same item (waited) or any item, nothing to select.

We are experiencing this on AU Survival now too! I tried to /skin some burlap gloves and it did not come up to skin.
