Twig structure not decaying AU Scourge

I noticed yesterday a twig structure was not decaying.  There is no player TC in close proximity.

It is with structures created by  the same player (Mr.AFK ).

This happened last wipe as well - I thought it was a random visual glitch (and maybe an artefact glitch from my end, like with the ghost brad, or ghost players and I need to relog). However, I logged hours later and the structure is still there.

There was one a little down the road and it also had not decayed for several hours (still at 100%). I removed it.
