Unable to loot some tool boxes

US Scourge. Both myself and players are unable to open a loot tool box at the Lighthouse in X22.

The message "YOU ARE NOT AUTHORIZED TO ACCESS THIS BOX" appears on screen when attempting to loot.

Tried ent lock/unlock, did not help.
