US and EU Scourge Admins Have to auth on TC to access boxes

In the past admins did not have to auth on TC's to check boxes. Now when admins try to look in a player box they get an error saying you are not authorized to loot this container unless they are authed on the tc, was hoping we could go back to not having to auth on the tc
