(US)Casual Salvaged Hammer issue

if you raid someone and get their tc access, then you can just use a salvaged hammer for the rest of the raid. This needs to be fixed as it will ruin any raiding system that we put in place. Make it so that only the builder or players in the team of the builder who also have tc access are the only ones who can use salvaged hammers on buildings built by the original builder. This will keep players from only using a few resources to raid to tc and then foundation wipe the base for all loot.
