The 2 motorbikes do not have their fuel containers locked. The drivers seat is locked in both cases.
The 2 snowmobiles do not have their fuel containers locked. The drivers seat is not locked in both cases, allowing for theft if left deployed.
Boats.. well boats are boats, they've never been locked. Fuel containers not locked and anyone can drive the boat, thus being able to steal it. Only the owner can salvage hammer.
