Water Jugs are not working properly

Players are report that item called Water Jug is not working properly. Most of them seem to be broken: you can fill it with water, but you can neither drink nor dump the water out (which is how some fill pools and planters). Not all the jugs are broken but only 3 of 10 have worked for one player, with only 1 in 10 working for hubby.

the jugs i purchased from Bandit Camp to attempt to duplicate the problem work properly. i am guessing the problem is with jugs people pick up when hitting barrels?

Seems to be a new minumum of 1100 units of water required to dump or drink from it.... used to be 500 to dump, and any mount at all to drink.
