Allowing raids on bases that have been inactive for 5 days instead of the server purging their base and loot going to waste.

Title explains most of it. When people aren't on for 5 days, make it so their base is not protected anymore and show up on the map letting people raid the base instead of the server removing the base and all the loot going to waste.

Barring the introduction of a PVEVP server, this won't be a thing. Currently RustEZ are all PVE servers. 
Interesting suggestion, but, I can see nothing good coming from it.

Is it considered PvP if no one can counter. It is just like the garrison and to not let loot go to waste.

Those are pre-programmed events allowed by a few plugins. Doing that for individual bases would require quite a bit of work.
