An auto repair functionality through the TC that would consume apprortiate materials to auto repair portions of a base that were damaged. This would of course mostly be applicable to heli towers and the like. Not sure how or if this would interfere with decay.

Already exists. If it's not working, report it as a bug.

Just to provide a bit more info --  you need to have the materials in the TC prior to the damage taking place. If you add materials after patrol heli beats on it, for example, the base will not auto-repair. 

On servers with decay, it will use available resources to repair, which reduces your stocked mats in the TC and ultimately decreases the amount time until decay starts.
