investigating Ability to downgrade PJ/Quarry

I'd like to see the ability for a "downgrade" option on Pumpjacks and quarries without having to destroy them/pick them up

Clicking the downgrade button will lower the level of your PJ or quarry each time and deposit the PJ/Quarry back into your inventory.

Example of use:
Say you have 3 pumpjacks, a level 7, level 5 and a level 2 and you want to drop the level 7 to a level 5 and put the extra 2 elsewhere.

Why would it be decent?
Instead of having to re-do a pipe network or find that "right spot" to replace the equipment, the downgraded item goes into your inventory.
