Pipes on Public Quarry

You may want to fix that in your plugin, Death.  Should pipes only be allowed to connect with something you own?  I was not aware it was an issue, until Forlorn started complaining in game.  No one uses the public quarries in the area, so I did.  I've since removed the link.

Thanks. I would like to use it sometimes, but now anyone can use it. If I had my own quarry, I would use that, but I haven't found one.
