Player Access to Test Server Prior to Live

Would it be possible to have a test server for players to test changes prior to going to live. Help reduces bugs on wipe day/first week. Its no possible to catch everything but the more people looking the more you can find.

we as admins do a lot of testing and unfortunately facepunch make changes on wipe day that can cause things that were working fine to break
