I was banned for looting but was always under the impression that gray bags and an expired/non-existent toolbox was fine.

Grey satchels are fine to loot. The #1 server Rule - No Raiding Looting or Stealing. If you did not place it, you are not allowed to loot it. This goes for any deployable item,  it has been that way for as long as I have played on this server (4-5 years). You have been giving warnings in the past for similar situations so I'm pretty sure the admin told you then as well as for it is against the server rules. This is why the 3-day temp ban was placed on your account.

Okay so the grey satchels are fine to loot. That's what I looted, no? And yes, I have been warned in the past which is why I made sure there was no ownership available on the items.

There were still crates there (which you did not place) that had not fully broke down in which you went into, that isn't allowed. I have the looter logs on which shows your name as going into the crates.  Even if there was nothing there for you to take that is considered raiding a decaying base and against server rules.
