Bought a recycler and it's not working properly

Hello.  I just bought a recycler from the store (on US Survival) and no matter where I place it, it's only at 50%.  Can I return it?  I won't be using it if it's going to be at 50% all wipe.

The default is 50%. It can be boosted by power plant or the requisition in /shop

I'm referring to the Power Plant having power and yet my recycler is still at 50%.  Some recyclers are working properly at 60% while mine is stuck at 50%.  I would just like a refund or credit because I will not be using it unless it gets fixed.
