Garrison bugged / not spawning - US Scourge

I hopped on around 4pm eastern today, shortly after logging in I noticed an HQM garrison partially decayed. Roughly an hour later that same garrison was still there, partially decayed. The turrets were still active and shooting, but there were no locked crates. I then used C4 to get to the TC room, but there was no TC. After placing my own TC I removed the remaining parts of the garrison and didn't see a new one spawn the rest of the time I was on, ending a little before 10pm.
