just walked sewer branch. entered the monument through the top with no problems. but as you exit out the lower pipe next to the storage tank, the whole area is flooded. so long as you swim up, no problem. but it is hard to get the crates under the tank or enter the cave down there with out scuba gear. the cave it's self is only half flooded.

It's just apart of the generated map. Nothing to be done and I think it adds a nice dynamic to that monument.
