NPC vendors at Bandit Camp, Outpost and Apartments on US Scourge

the NPC vendors at Bandit Camp, Outpost, and Apartments on US Scourge are only offering or acquiring the minimal amount of goods that players have become accustomed to.  Majority seem to be only bought or sold in stacks of 10.  Players are complaining.  I have explained as well as i can about yesterday's "wild integer" being something to do with an NPC vendor.  Also explained that i figured the numbers would return to what players are accustomed to either at the midnight Reset or the morning Restart.  Players have been pacified for now, but they want things to go back to normal.
