Player unable to access composter despite being authorized on tool cupboard

Player on US Scourge reported that they were unable to access composters placed by a teammate despite both being authorized on the tool cupboard. The bugged composters only had a stack of fertilizer in them.

Played was only able to access "shared" composters.
