Approaching and initial ingress to monument were nominal, but performance steadily declined until the game was unplayable. The symptoms were reminiscent of the Halloween patch memory leak issue.
Leaving the area required that I not look in the general direction of the monument to maintain framerate, however when I returned to my base the issue returned when I looked at the construction.
Restarting the game resolved this condition.
I plan to return to the monument and test performance after turning the graphics slider from "6" to "4" as a precautionary measure.
2 other players I was with did not experience the issue.
