research table issue with Syringe blueprint

some players are reporting that when they try to research a syringe, the table eats the scrap but fails to give a blueprint.  we've tried moving the table to different spots and even going to Outpost to make the blueprint.  however, some players are able to craft the blueprint and drop it on the ground for the person who is unable to get it to work for themselves.
 

Another player has tried to learn the syringe on their personal workbench at home, and game would not let them.  They moved the workbench outside even, but still no luck.
