Scientist NPCs not able to kill zombies US Scourge

Players have reported hearing/seeing Scientist NPC's constantly shooting and surrounded by zombies. In the past the NPCs were able to kill the zombies, but now they just swarm them and create mini hordes around the constantly firing scientist. This appears to be a new issue this wipe. I have been able to observe it twice, once at military tunnels and once at a roadside junk pile.

No video, but attached is a screenshot. I watched that scientist dance around with a nice horde building for a solid 5 minutes.
