Not enough vehicle spawns available in the wild.
Admins have investigated -- not an issue of excessive hording by players, simply not enough world spawns for the server pop as 95% are claimed by active players (inactive purge on 08/15 freed up fewer than 10). Problematic on all US servers, but an issue impacting gameplay voiced by many players on US-Scourge in particular.
