Treasure maps are not triggering on Survival

Treasure maps are not triggering on Survival. They have always triggered for me when i move them over a slot in my inventory but they are not now. Just moving. tried in my backpack and main inventory with the same results. tried logging off and exiting the game, then relaunch and reconnect to the server. Same results. just moving. I did notice that they are taking a long time to resolve the icon in my inventory and looked like and unresolved note (with the blue arrow circle) for a minute or two.  Then the icon came in but they still didn't work.

Please let me know if you would like me to test anything else.
