If I'm not mistaken, the pump jack is already available, but to VIP members only, for USD 5.00 on the RustEZ store.

@Kaylisk  Negative, the pumpjack is not exclusive to VIP members. The pumpjack has to be bought separately for everyone. VIP members get a personal recycler that they can use though, which might be what you mixed the pumpjack with.
