WHY WONT IT POST TO THE RIGHT PLACE Pump Jack U17

I bought a pump jack that I want placed in U17 by the surfer quarry. 
3rd time trying to post this. Hopefully I get it in the right place this time.

Might be a bit of info that could go onto the store page for the item. When I bought mine last month I had no idea you couldn't place it yourself. I spent a day surveying for the damn thing before checking the forums.

I added a remark to the store page that an admin must place them. The next update I will be sure to remove the old delivery system to avoid further confusion.
