Set decay on pure, to make it more close to vanilla

Why?  Already plenty of servers with decay on.  One main reasons I like this server is I don't get to play much every day (Maybe an hour before and another hour  after work) with decay turned on I would be spending all my time keeping the TC stocked - been there done that.

Decay is not something we're open for other than on select servers that are tailored to be as performant as possible. Our servers are designed to cater to casual players and noobs alike who may not quite understand the concept of decay or does not have the time to dedicate to the upkeep. Our casual server is almost a pure clone with the exception for decay and PvP zones.
