More Info: Player had been spoken to in the past regarding the rules. First, for a loaded Sam Turret and second for looting from a refinery not belonging to them. Both instances, they were reminded of the rules. Both times, they acknowledged they understood. This incident, they found a problem in a roof, and exploited it, returning to the base over time to completely empty it. Stolen items have been returned to the victim, as much as possible.
