Outpost/Bandit shops own limit

Especially at the end of the wipe the shops of scrap to wood and stone to wood is always empty.

I suggest to put a limit for each player instead of all players together because I cannot change my scrap into wood and other players put in millions of scrap into it.
I'm playing on the scourge EU server
