potential server fix for watering issues in farms

i have been doing some research for a different server and have come across these tweaks that seem to solve watering problems (and potentially electrical issues):

increase:

ioentity.framebudgetms 10

decrease:

ioentity.responsetime 0

ymmv on the exact values, and you may not find the tradeoff doable to be able to do this, but there you have it
