Recycler module for vehicles or trains

Creating a module that mounts to a vehicle, that allows you to drive around with a recycler would be convenient, and also give 'blue' players a taste of what it's like to have VIP.
Or if that is too powerful, allowing a recycler to be mounted on a train carriage, or having a carriage with a recycler naturally spawn in?
