The player stole stuff from a vending machine that belongs to the victim.
When confronted, the rules were explained yet he kept griefing and asking question that clearly shows he is trolling.
Then given another chance, the player ran again to the vending machine and stole more stuff and tried to run away. 
Obviously this player is not on the server to respect the rules.
The ban was issued upon that.
